Cuba
Here is a list of the cities in Cuba with over 100,000 inhabitants without a branch or missionaries along with the number of inhabitants. There are no offical congregations or missionaries serving in the country.

Cuba does have a limited presence, I believe there are about 40 church members that meat together in Havannah, They are under the jurisdiction of the Mexico area.
There is a small branch in Marianao, Havana but the number of active members is much smaller. Transportation to and from the branch that rents the chapel of a protestant Church can be challenging as mass transit focuses more on Monday to Saturday. Cubans do have religious freedom and it is protected by their constitution.
